Background: In order to implement the National Innovation-Driven Development Strategy Outline, promote mass entrepreneurship and innovation, accelerate the industrialization of scientific and technological achievements, increase the precise support for science and technology-based SMEs, expand the group of science and technology-based SMEs and foster new economic growth points, and according to the requirements of the Implementation Plan to Deepen Reform of Science and Technology System, the Ministry of Science and Technology, the Ministry of Finance and the State Taxation Administration jointly formulated and released the Evaluation Measures for Science and Technology-based SMEs in May 2017.
